It is the Extremely Rare 1st variation VIGILANTE Leather Double Holster Set. Mattel started production of the Shootin' Shell FANNER 45 in 1959 following their successful introduction of the FANNER 50 and the Shootin' Shell FANNER a year earlier. The holster sets for the FANNER 45 were dubbed the VIGILANTE sets and the first VIGILANTE Sets came with LEATHER Holsters.
